Update electrs version to fix critical bug

A recent bitcoin transaction breaks electrs (see romanz/electrs#783 for context)
The current electrs docker image is getumbrel/electrs:v0.9.4 and according to the issue above, the bug has been fixed in a more recent version of electrs, such as 0.9.9.
