Make a docker image

Thanks to depending on LaTeX and Sphinx for actual PDF and HTML generation, PyCook has an unfortunately long list of dependencies. Not even I really want to have LaTeX installed under normal circumstances (it just about doubles the number of installed packages on Fedora). Having a docker image that encapsulates all the dependencies would make both development and deployment a lot easier.
