macOS 26 RC: Going in and out of non-native fullscreen with titlebar tabs leave tabs in ugly state

Reproduction:

1. Have titlebar tabs on, non-native-fullscreen true
2. Create a new tab (so total tabs is 2)
3. Enter fullscreen (cmd+enter)
4. Exit fullscreen (cmd+enter)

Notice they look like this:

Related, #8594 for the fix for move tabs which exhibited the same thing.

@mitchellh I am on 1.2.0 and when adding a tab in a fullscreen mode - the tabs are left in the same ugly state.
