Implement moxie based build

I seems that all production plugin are built with moxie [1]. I think that we should at very least provide that option for cookbook-plugin too, if not remove the Maven driven build entirely.

We can do that, although some may prefer to use Maven and you've laid all the groundwork for that here. I've given you collaborator access to this repo.
