allow summary with `--no-issues`?

I'd like to be able to restrict the bullet points in my changelog to just pull requests, while still having a summary section pulled from the release-summary label. As far as I can tell, it's not possible to use the summary section feature with the --no-issues flag. Is that correct?
Describe alternatives you've considered
- Manually add the summary to the autogenerated changelog ?
- remove labels from all issues that I want to exclude (not a great solution) or give them all an excluded label
