Packs not available for download with codeql

Describe the bug
I followed the user manual and tried to use codeql to download one of the already implemented queries pack but it seems its not available in ghcr.
To Reproduce
Steps to reproduce the behavior:
- Download CodeQL CLI 2.20.1
- Run: codeql pack download codeql/misra-c-coding-standards
- See error:
Expected behavior
The pack to be downloaded and available in codeql cache as described in the user manual.

- CodeQL Coding Standards version: latest
- CodeQL version: CodeQL CLI 2.20.1
- Operating System: Ubuntu 24.04
Additional context
Same error if trying to download and install the any codeql-coding-standards via CLI or in a workflow.

Thanks for the report. Apologies for the inconsistencies here in our manual - we're still planning to publish these packs to the codeql org, but they haven't quite made it yet. We should get them published in the next couple of weeks.
In the meantime, we have published the packs to the advanced-security organization (which is also controlled by GitHub), so as a temporary workaround you can use advanced-security/misra-c-coding-standards or advanced-security/misra-cpp-coding-standards (see https://github.com/orgs/advanced-security/packages?tab=packages&q=coding-standards).
