Loosen rouge dependency

Rouge is locked to ~> 2, meaning anything using this gem won't be able to use the current Rouge 3.x series of releases.
The last version of Rouge in the 2.x series was released in August 2017.

Nvm, this was done with 0.1.6. Somehow I got stuck on the previous version.
