Can I install it on my VPS on the cloud?
and my mikrotik is on my local network.

If your Mikrotik device is reachable from your VPS - yes. I have Konstantin's script on VPS in DigitalOcean, it works absolutely fine. The only requirement - your VPS should be able to connect to your Mikrotik using SSH.
