Fix HackThisSite API Definition

I noticed there are a couple static values set for the HackThisSite site definitions. For example:

gwf3/core/module/WeChall/sites/WCSite_HTS.php

Line 20 in d35878b

$usercount = 39500;

I'm going to create a new API for HTS soon, so creating an endpoint for WCSite_HTS.php will be the first thing I plan on implementing. If it's okay for you, I'm going to use this issue for tracking that progress.
