Let's make the header's bottom padding responsive.

Describe the bug
We have a 170px tall div at the bottom of our header now. This is a bit of a stent, let's go ahead and make it responsive.

To Reproduce
Steps to reproduce the behavior:

1. Go to www.ubhub.org/
2. Look at the Header and see that there's a little too much padding there.

Expected behavior
This should be responsive to both desktop and mobile.
