UBIF-0018 Map zooms to incorrect level when importing data

Describe the bug
When importing data, we always zoom to the level appropriate to Dragonfly Creek. We'll need to set up the zoom levels to be dynamic based upon the bounding box of the observations.

To Reproduce
Steps to reproduce the behavior:

1. Go to new program
2. enter test-project-for-glen instead of the dragonfly creek data in import
3. Click import
4. See the map appears blank, but you just need to zoom out to see the observations.

Expected behavior
The map should zoom to appropriate levels for the data imported.
