UBIF-0026 Add a “send a KML file” button

We need some way to make it easy to gather KML files from users who have them. In the absence of directly reading those files into our servers, which could be problematic, we're planning on allowing them to be read by a human system admin and then imported by hand into a project for a given user. This will introduce some significant lag to the system, several hours in most cases, but it seems preferable to asking users to hand draw dozens of complex polygons.
