Fix huaa1248 and xooo1239 dialects

• Move huaa1249 and sasi1238 from huaa1248 to hoaa1235.
• Move auni1244, kiha1240, and xati1238 from xooo1239 to lowe1407.
• Retire kaki1248, kwii1242, and nusa1243.
• Merge ngue1241 and ngue1242 under the latter.
