It turns out that the VM on Amazon Web Services hosting http://wtf.solarma.it/ was shut down at the end of Hackaton droidcon Italy 2016.

That's pretty reasonable as this VM was provided for free by the hackaton organizers.
Now if we want to keep the service running we need to find another solution to serve the contents of https://github.com/neskov7/wtfweb
