Add CI workflow for PyPI releases

Just now noticing that 2.0.0 didn't get released on PyPI. Might as well automate it while resolving that.

There was actually a workflow for this already, it was just broken because the package name is different from the repository name (datamuse vs python-datamuse). Fixed with version 2.0.1.
