[Reality Module] Pin the new Space settings

When adding the Reality Module, we create a new Snapshot Space configuration file that adds the SafeSnap plugin to the Space. This file is added to IPFS, and then a transaction is proposed to the Safe to replace it with the preexisting snapshot text record on the ENS name.

This Space configuration file needs to be available to Snapshot later after the proposed transactions (to update the record) are executed, and the Snapshot API is poked.
