Allow STs to restrict XP add/modify by troupe

Mike Rilee of the Red Tower chapter has requested that we as STs be able to enable or disable the ability of our troupe players to add or modify their own experience, leaving them only with the ability to spend XP.

While we're at it, the ability to bulk-add XP would be very helpful.
