State in docs where to report bugs/issues

Description
I read the docs here: https://vikunja.io/docs/development/
However, it's not clear to me when a contributor should post issues on this GitHub repo vs when it should be posted in the gitea instance. My assumption is that GitHub is fine for reporting issues because you don't want to burden people with making a new account on your gitea instance but it would be nice to have it documented.
