s10 shows 'keep while in use access' pops up all the time

"I selected “Keep while in use access” and that pops up too often.”
Rotating the phone would trigger it most of the time. It doesn’t seem consistant.
Switch to another app or maybe just swiping to the home screen also had this effect.
