Assigning work slows down, the more pending agents exist.
Refresh pending agents is performed when trying to assign work which should not be needed.
Looking at the log the refreshAll call can take a few minutes to complete depending on the number of pending agents. Time increases linearly based on the size of pending agent Collection.
