Implement VPC health status collector

This collector will collect metrics for telling us that a particular VPC is healthy or not. VPC should include the healthiness of T0/T1 routers, stateful services inside it, logical ports, etc. that belong to the VPC.

This is not a good metrics since NSX doesn't understand "VPC", closing this
