Related to #238. In the future, gumpi will not choose the peers itself but will simply ask the hub for given resources, such as:
- number of cores
- amount of RAM
- maximal execution time
One also needs to consider that for gumpi we want to keep the number of nodes low since inter-node-communication is slow in our case.
We also may want to limit/prevent the tasks from being run at certain times, e.g. between 9am and 5pm.
