Error raised when external texture converter is not found

If you try to import a Valkyria Chronicles 4 model with unsupported DDS BC7 textures, and an external texture converter is not installed, a FileNotFound error is raised when import_valkyria tries to execute the converter. It should fail gracefully instead.
