Gphoto2 not updating to latest version in Ubuntu 18.04

Tried running this on Ubuntu 18.04

It stays on my current version after executing.

Here is the following output for gphoto2:

My package installer was stuck in a broken state. It now works. Closing because this was my fault. Interestingly there is no error handler for deleting the temp directory, so because it exited the script prematurely I had to go manually delete the temp folder so the process could begin again.
