Make it clear what is the format of Adv. Slot Data characteristic

It is not clear that reading the Adv. Slot Data characteristic will result in
[Frame Type] [Adv. Tx Power] [...]
while writing to it is actually another format [Frame Type] [...].
It would be nice to clear that out in https://github.com/google/eddystone/tree/master/configuration-service
