Document the GCP broker on knative.dev

Problem
The knative.dev docs site has a nice page all about the Kafka broker: https://knative.dev/docs/eventing/broker/kafka-broker/
In comparison the GCP broker page is not so nice: https://knative.dev/docs/eventing/broker/alternate. The markdown file it links to is https://github.com/google/knative-gcp/blob/master/docs/install/install-gcp-broker.md, which has a lot of great info, but it's not as accessible as it would be if it were on the knative.dev site.

We have a brief intro page about the GCP broker on the knative.dev site, with links to more detailed docs elsewhere.
