I at least setup Travis CI. Not closing this though until I add something for Windows (AppVeyor perhaps).

most of the travis config has been moved to github actions. GH actions supports windows so making that happens there seems feasible. contributions welcome.

I'm keeping this open until the CI setup also includes macOS.
