This issue has an obvious response from the maintainers: quantumlib/Cirq#2799
But triage party determines it to be in recv state, as if I was the last one commenting.

Oh I see the problem, quantumlib doesn't publish its members, and I don't have access to it (yet). Maybe, when the user doesn't see the members of the org, then recv calculation should be based on some other information?

I realized this was on the old internal version only, there are since a members config in settings that works perfectly :) Thank you! Closing.
