feat(gapic-showcase): update docker dependency for showcase tests

The tests from shared/test/showcase/test_helper.rb currently rely on the docker images based on the gapic-showcase repository.
The images in gapic-showcase registry are stale and rely on a manual process.
Goal: remove docker dependency for these tests or align with long term goal for publishing those images.
