Monitoring V3 MetricService doesn't include metric_descriptor_path helper

The proto seems to be correct: https://github.com/googleapis/googleapis/blob/master/google/monitoring/v3/metric_service.proto
However, no path helper for metric_descriptor_path is getting generated.
