ci: reenable apidiff workflow once multi-package execution is fixed

The apidiff workflow is currently disabled manually via https://github.com/googleapis/go-genproto/actions/workflows/apidiff.yaml because it does not cover all of the packages in the module and we want to avoid it providing a false negative.
