I misunderstood the implications of the spec. Rereading the thread clarified what SES needs to do. Testing on FF Nightly confirms that this will work for SES. We still have a bug. The spec and FF Nightly does not.

I am surprised that apparently GitHub mistook my commit message in the es-lab project as an indication that this bug should be closed. Reopening.
