When using these html hex codes:
Protégé

Protégé
latin small letter e with acute (U+00E9) fails to render in AmstelvarAlpha-VF.woff2
also see the same result when using the un-encoded: é
do i need to specify an OpenType directive to properly encode latin small letter e with acute?
or am i doing something else incorrectly?

OK, solve this by using the latest release:
Amstelvar-Roman[GRAD,XOPQ,XTRA,YOPQ,YTAS,YTDE,YTFI,YTLC,YTUC,wdth,wght,opsz].ttf

To rephrase the first issue:
should i specify a different Unicode range to include the latin small letter e with acute
currently using:

unicode-range: U+0020-007E, U+4E00, U+4E2A, U+4E45, U+4EE5, U+524D,
    U+5728, U+5927, U+5F81, U+5F88, U+6211, U+661F, U+662F, U+6D77,
    U+7684, U+7CFB, U+8FB0, U+8FDC, U+9014, U+9065;
