Dispatcher UI: Create a new process. User need to be logged in.

IN the review (#131) we figured that one has to be logged in (with GitHub) to create a new process. I believe that's OK, however, the UI should communicate that better. Right now, the form is just inactive without an explanation e.g. "Please log in to use this tool".
