Vertical Metrics recommendations: we need to update this.

This document started life in 2011.

Both Kalapi and Khaled discovered two schemes which work well in 2016. Both schemes involved enabling fsSelection bit 7 (Use_Typo_metrics). By doing this, tall scripts wont clip and the visual line space won't be too loose.

@davelab6 I wrote up a guide a while back, https://github.com/m4rc1e/gf-docs/blob/verticalmetrics/VerticalMetrics.md. Can I edit https://github.com/googlefonts/gf-docs/blob/master/VerticalMetricsRecommendations.md to comply with how we have been doing vertical metrics for the past two years?
