pipeline: packager – should we support release attachments to get binaries?

Note, we can discuss this with only GitHub in mind, but since this came up in connection with SMC font projects, GitLab release attachments should be considered as well.

I'm not sure if and how this should be implemented in detail. We would probably start with getting the correct to download URL, examples:
