To update link to bitnami/redis helm chart.

What happened: Recently Bitnami's helm chart retention policy has changed which only now retains charts published in just 6 months and others charts are archived and available to be used from LINK as reported in bitnami#10539. So to use redis helm chart in open-match installation dependency, we need to use new link to fetch chart v16.3.1.

What you expected to happen: to run make presubmit command successfully.

How to reproduce it (as minimally and precisely as possible): using make presubmit command or more specifically by make update-chart-deps command
