textinput doesn't always return a response

It seems like there's cases where textinput doesn't return, well, anything...
<you> how many feet are in a yard?
<@assistant> 1 yard is 3 feet.

I've forced display to true and I'm returning the entire resp but there's no dialogue_state_out(put) or screen_data, only audio_data. The query and a response show up in my Google Assistant Activity.
Any ideas?
