Remove REQUESTED states from store hydration

The REQUESTED states are potentially breaking the app when it is closed and the store is rehydrated in a REQUESTED state. There are two options here:

  1. Get rid of the REQUESTED states entirely (might be good, might not work)
  2. Decorate the state hydration so that on app load, any of the _REQUESTED states are reset to PAUSED / IDLE.

Requires investigation.
