[Bug]: 20-LED Cyclotron wand startup has glitchy first lens

First lens glitches before the normal rotation sequence engages.

Okay, did some digging into this and it looks like it's actually that there was a bug in how the pack handles the lower-density cyclotron arrays for a while now, but it was impossible to perceive because we weren't ramping them fast enough. Now that the startup ramp has been fixed to match the pack short startup sound, it's visible.
To be clear, this bug existed on 5.3.3 as well; but as I mentioned, you weren't able to actually see it unless you knew exactly what glitch to look for.
Since it's something fundamental and happens regardless of ring sim setting, I'll need to dig deeper into how these lower-density lenses work.
