WinGet package not being updated

This change to the WinGet submission CD pipeline introduced a 'v' to the version numbering in the WinGet package that is submitted.

Even though new versions are being submitted (with the v- prefix), it is not updating off 0.1.1 in WinGet, see this comment from a WinGet repo maintainer.

The recommended solution is to pull 0.1.1 from WinGet and no change should be needed in the WinGet submission CD pipeline, we will just continue with the v versioning syntax.

Submitted a PR to remove 0.1.1 from WinGet.

PR merged. gptscript is now updating in WinGet properly.
