Opt-in Regions list is out of date (Missing ca-west-1)

Basically the same issue as seen here:
#94
The list of AWS Opt-in regions in sessions.go does not include the latest AWS Regions. This limits users ability to use the latest AWS regions.
Please see the available region list here. It is missing ca-west-1
We will need to consume the new SDK version release in the plugin list below:
Athena
Redshift
Timestream
CloudWatch
X-ray
TwinMaker
SiteWise
OpenSearch
(Any I'm missing?)
I'll be putting up a PR later today to add the additional region to the list and will link it here once it's ready
