Improve local frontend dev environment

What would you like to see!
- Update dev/README.dev so it includes Node.js information in Install dependencies section
- Remove grafana-plugin/Dockerfile.dev as it's not needed
- In Tilt install frontend deps by default
- On CI don't run yarn watch but instead serve prod bundle of the frontend without watching files
