Remove dashboard generation/management from the plugin

The plugin currently generates a bunch of dashboards when the plugin gets initialized. It also does a bunch of work trying to figure out whether they are up to date, and providing some UI allowing users to update them. Now that dashboards have been ported to scenes in the app, we should get rid of the dashboard management stuff
