Fix alignment and spacing for labels in check creation pages

What happened:
The label UI is quite squashed together and the remove icons are misaligned vertically alongside the two inputs.

What you expected to happen:
I would like the label UI to be better spaced and for the remove button to be aligned correctly.

How to reproduce it (as minimally and precisely as possible):
Go to any checks page and find the labels section.
