Need automated build, testing, and release process.

Not sure about automated releases, we probably don't need to offer pre-built binaries, but I think this issue is a duplicate of #5.

Going ahead and creating the basic CICD with Github Actions under this issue, however, enabling the golangci-lint and creating tests will be handled with #5.
