Node connection periodic retry when disconnected from peer

Problem statement
When boot node disconnect from the peer node, the peer instances don't seem to reconnect automatically. This means that peer instances would have to restart to reconnect.

Expectation proposal
Periodically check for the peers data, and perhaps try to reconnect
