Add change log to repository main directory?

Hi, I am trying to find a change log in the repository but struggled to find one. Is there one? Would it be possible to add one on the main repository directory, or somewhere else with a visible reference to it? This would help many people that want to perform upgrades to newer versions. Thank you :)
