Consider adding fluentd chart as a subchart of teleport-event-handler chart

Currently, the event-handler chart only sets up the event handler itself.

Adding an upstream fluentd chart as a sub-chart with the boilerplate to get it all connected would be quite helpful for users trying to deploy the handler.
