Route 53: Support signature v4

The motivation to do this service is less than the others, because Route 53 is available only at one endpoint in the us-east-1 region. Although sig v4 is more secure, making this nice-to-have, there's no must-have factor re newer endpoints/regions that support only v4 not v2.
